With more than 25 years of experience across international tax, workforce mobility, financial services and regulatory compliance, Kelly has built Palmer Shore into a trusted partner for organisations delivering complex infrastructure and hyperscale data centre projects in multiple jurisdictions.

Under Kelly's leadership, Palmer Shore has expanded its presence into the United States through the establishment of Palmer Shore Inc. in Texas, reflecting the increasing integration between North American investment and European project delivery. This strategic expansion allows the business to support clients across both sides of the Atlantic, aligning compliance, workforce strategy, and operational execution throughout the project lifecycle.
Kelly is recognised for her ability to bridge the gap between technical compliance requirements and commercial delivery. Her approach combines deep technical expertise with practical project experience, helping organisations manage risk, improve workforce governance, and deliver projects successfully in some of the world's most demanding construction and data centre environments.
Prior to founding Palmer Shore, Kelly began her career with Deloitte before spending eight years in investment banking, providing a unique blend of financial, strategic, and operational expertise.
Today, Palmer Shore supports clients across more than 11 European jurisdictions and the United States, helping businesses create sustainable, scalable, and compliant international workforce solutions.
